Add support for Windows Subsystem for Linux on Windows 10

Windows 10 now supports running the full Linux kernel in a lightweight VM (WSLv2). It would be very nice if we could pick if we want Local to run inside Windows (like today) or inside a WSLv2 instance. WSLv2 also added support for service persistence and socket & pipe connectivity between Windows 10 and the Linux distro.

Given that Microsoft is no longer maintaining all PHP8+ builds for Windows - https://laravel-news.com/microsoft-dropping-php-support - it would be good to get the WSLv2 option in place before it might become a hard requirement.
Very much MIGHT as things initially are just likely to change who does the builds for Windows versions.
"Most likely the project will dust off a machine somewhere in the cloud running Windows (likely using a free license generously provided by MS, btw) and setup some automated build processes to make these 'in house'"
